Its should not be about punishing to get change/progress-it should be about trying to encourage to get change/progress made.The best way to stage things into new technology and out of old technology would be through incentives to reach goals.If the goals are not being met because of resistance by special interests- who are often threatened by change/progress- then there should be penalties. The best way is to exploit the resources we have WHILE we transition away from carbon based energy sources...protect ourselves from OPEC as much as we can while we develop the new technologies. France gets ALL of it's electricity from nuclear power plants...Brazil uses 40% flex fuels in their cars with a low cost converter that allows then to use gas or flex fuel. But we're not doing these things...we're throwing cash at tech that may not work...and we're still vulnerable...makes no sense to me
