alot of the time as soon as the cop puts it in park and gets out, the runner... runs.

Being that the cop is now outside of his car, he needs to get back in, put on his seatbelt, put it in drive, and then take off.

Thats enough time in the pits to give the runner a good lead. So its fairly hard to judge when to get out and rush them.
