He said the wind picked up and the conditions didn't warrant reefing, they warranted taking the sail down. In the Santa Barbara area they have some of the most consistent heavy sailing in the world & winds can build fast. Every winter we clock 80 knot Santa Ana winds (not the time to be out there).
I also recommend it is better to take sail down before you have to and to carry a bit less sail than maxing out if you are not an experienced sailor, solo, etc... Being in a hurry = problems...

I hope he never sails the San Francisco Bay.
One more "Experienced Sailor" calling Pan Pan because he simply should have reduced sail.
