Cosplays should be always made by you yourself, if you buy them you are better off without cosplaying char. Put heart in it~

Clothes are really easy to make, in fact dresses and skirts are easiest ones.

If you want to keep effect of Bern's dress, in which dress isnt flatty and falls near floor, use something like wire to keep it in air. In old times, monarches and aristocrats used to wear dresses with big wire cage in them to make it amazingly puffy. Like in Disney's Princesses movies~

I agree with Meryu expect that I don't sew all my costumes I buy and sew ( but it's not because I'm to lazy to sew it's more because I can't sew everything so sometimes I ask japanese friends to sew it for me, but for berns dress I would suggest you to use a petty coat that that's easier to wear and looks pretty with the riffle :D

Yeah, of course it depends on type of clothing~

Things like suits or good looking trousers are harder to sew, so I end up buying them too, and eventually adding some elements on them like custom chains, strips and so on.

But still it will count as you making it yourself, because if you buy already made cosplay, there is pretty much no fun at all in cosplaying character D;
