@ bedrockemt the items you mentioned are NOT on the NREMT check list. Therefore he did meet the steps required by NREMT.

Pretty good video. Only three errors: (1) He did not blow out the oxygen port prior to assembling the regulator, (2) the valve must be open fully when the cylinder is in use. Reference both of these concerns in the NFPA (National Fire Code) and the Guidelines of the CGA (Compressed Gas Association), (3) He never checked the cylinder to ensure it was Oxygen, USP.
