I think he's confusing the appropriation of IS experiences by TS and TG people, which does happen, with the appropriation of IS and TS experiences by TG people, which also happens. Of course, these are not three non-overlapping groups.
Most transsexual people and most transgender people, like most intersex people, do identify as either male or female. The genderqueer minority have good reason to question the binary, but it's mostly cissexual and cisgender people who third-gender us all.
