Barely ever, because the guys that get cross-checked the most are guys like Tomas Holmstrom, guys who hang out in front of the net and give goalies hell, legally. The refs don't like guys like that, so they let it go. It's fucking disgusting, especially when you can watch the same guy get crosschecked fifteen times, then eventually the ref will have a chat with the other player and warn him to "slow it down" a bit. It's fucking horseshit.
