NO piano concerto has 4 movements, so that in theory would be wrong. This one, the eighteenth variation, belongs to a major group of 24 variations composed on the melody of the last Caprice for violin solo of Paganini. The Rachmaninoff's work has the name "Rhapsody on a Theme of Paganini", A minor Op 43.

Yeah, dude, interesting, considering piano concerto 2 was written in 1900 and Rhapsody was written in the 1930s...
Rhapsody is a separate piece (often considered to be a concerto itself) based on that one theme by Paganini!
