I am serious. Russia did had 40M nukes because it wanted to defeat the US. That was Russian dreams. In 1960 during the cold war period, Russia did had that many in store, but most of it got decommisioned due to armistice between US and USSR. But many so called decommisioned were actually stored un underground facilities. Russia needed that amount to defend its pride, since Russian pride has been taken away several times by the germans. Russia was always afraid of losing its land.
