"...such explanations view China as a unified, rational decision maker, rather than a complicated bureaucracy ..". All i can say is this is yet another typical example of AMERICAN HYPOCRISY. What kind of rational decision was made by the US gov to decide there was WMD in Iraq or its link to terrorism?
saddam's policy w/ wmds convinced all world intelligence services that he had weapons. he had programs, he had the capability to make bio chem wmds, he just didnt have stockpiles. his nuke prog. was suspended, but proliferation was still a real risk. in respect to 1% doctrine. but listen, the usa went to iraq to increase its oil production to avoid the oil shocks of the past, and to remove saddam, since he was a destabilizer of the region, also to promote democracy.
