You can't go very fast at 90 degrees. Don't forget if you are going 40 knots in 20 knots of wind (90 degrees true wind) the actual apparent wind hitting your sail is more like 30 degrees! (i.e. not possible)
P.S. This was shot from the top of the course at only 100 degrees to the wind. The fastest part is further downwind when running at about 130 degrees. The angle makes a big difference. If you need to edge too hard it will never be fast.
I think in that run I got to 40knots (max speed) and the wind speed was just over 20 knots. Average over 500m was about 37 knots. My best maximum is 48.5 knots, with 44.5 average.

Custom speed board, Cabrinha Crossbow, impact vest, helmet. Water is only a few cm deep in places...
