if you mean the skybox.

its a nifty way that valve uses to create good quality backgrounds without using too mutch performance. the backgtound is in another part of the map(outside of it) and is renderd around it on a larger scale. if you go towards it with noclip you can run around on it. and since everything in there looks bigger you do to.
