Those are indeed NWS NEXRAD WSR-88D's in the background. That field also used to be the site of the Norman NWS, the Storm Prediction Center (SPC), and the National Severe Storms Laboratory (NSSL). These facilities have all been moved to the National Weather Center (NWC) facility on the south campus of the University of Oklahoma.
