In Germany it is law that the first person one the scene has to help, this law also protects the helper if he/she makes a mistake and the injured person can´t sue that person. One doesn´t even need a law like that because 99% of all people wouldn´t think twice about helping an infant. This makes me sad and I hope that this will wake up the chinese population!

When I did a medical aid course 2 years ago we learned it is better to try and help (although you might make a mistake) than to do nothing because that is the worst thing to do.
