I don't understand the question. It's the voltage which 'pushes' the current. A material which would normally be an insulator, such as air, will conduct if enough voltage is applied.

It's easy to send current through the air using a Van de Graaff generator with a discharging wand, which is connected to earth.

Search for the "Jacob's Ladder: 500kV Switch Opening" on YouTube, and you'll see how the air can carry current at high voltages.

Well you would have to carry round a hugely charged capacitor, and try to discharge it at the enemy. But the problem is trying to stop it discharging to ground through yourself. That's why taser guns fire 2 wires to send current through the victim via a large battery.

I cannot see it possible to fire electric bolts at someone without yourself getting 'zapped'. Electrical current takes the path of least resistance, and if resistances are the same, distance will be the deciding factor.

More mundanely, such weapons would be in police and armed forces if they were possible.

A non-conductor is actually required to levitate - think of sticking balloons on the ceiling. This is due to static electricity, however.
