I think your referring to the liquify feature where you can make peoples' features smaller or larger. Any software program that liquifies can do that. The photoshops I've heard of that have this feature are photoshop cs2, cs3, and cs4 (I'm not completely sure about cs). And any more of the advanced photoshop programs should have it too.
