its called a power push unit ,operated by remote control( by the ground person ) which has rollers that grip the main landing gear and then turn the wheels of the aircraft , whilst the ground person is on headset telling the cockpit to turn left or right ad making sure its clear for them to start engines
I think it may be a AGV (Automated guided vehicle). It was controlled via remote (i think) by one person! I don't believe there would be any guide tape on the tarmac.
