Storm has shown that not only can she control the atmosphere but also space weather, such as cosmic storms, solar winds, etc. She can also control ocean currents as well, so she is clearly classified as an Omega mutant

Storm is a Class 4 mutant, not class 3. And she's a possible Omega Leve (Class 5) Mutant (stated by SHIELD). Actually none of the X-men is below Class 4.

However, Storm can't be as powerful as Phoenix, but is probably more powerful than Jean Grey without phoenix power
