UK and France are not empires anymore and both are on the verge of bankruptcy. They ran out of bomb a few months ago when they were bombing Libya; at the end USA had to give them the bombs!

As for the retaliation; USA and Russia are both very large mountainous countries with many large cities, and can survive say 10-20 nuclear bombs and they have to respond quickly to the first bomb to deter further bombing. UK on the other hand is a small flat country, the radiation of a bomb dropped on London reaches Birmingham in a matter of minutes and Manchester a few minute later.
If you survive the fist nuclear bomb you will be overjoyed for being alive, you will not retaliate and ask for a few other bombs to be dropped on you. Would you do that?

Territorial water is only 22km from the coast line, beyond that is international water and anyone can sail or drop anchor and park permanently. Lots of large cities are close to east and west coasts of the USA. By the way, I am not suggesting war; I am just saying that the missile shield is useless.

Just being nuclear power is not enough, North Korea is also a nuclear power and has long range missiles to deliver them too but nobody is really scared of them. France and UK are very weak and vulnerable and cannot sustain a long war. They can only bomb women and children but cannot confront a fighting army. Look what a few Taliban have done to them!

I doubt very much they would attack an aircraft carrier or close the passing, no chance in hell for winning. Must be some kind of a bargaining tactics borrowed from North Korea. The problem with that would be that it really looks N-Koreans leaders are nuts and unpredictable, because we know so little about them, the same cant be said about Iran, so if thats their tactic they have failed.
