@TCoops We have LOTS of road laws, but Federal law only requires those under 18 to wear helmets. Otherwise, it's up to the legislature in each state. Some states have found helmet laws to be unconstitutional, while others have passed strict laws. You need to understand our history and Constitution to understand why the states are given many powers and Federal power is limited wherever possible (our founders were fed up with tyranny).

I suppose that manufacturers could be forced to pay for training, but the cost would be passed on to the purchase price, and mandated expenses on industry, or mandated government programs ALWAYS cost more money than a free-market solution.
