I'm not an animal psychologist or anything but it looks to me like this cat has been abused. I get the impression that the cat is staying still like that and responding on command to avoid being hit. What's with the facial marks? That's not natural marking, it looks to me like scars or injuries, possibly from a muzzle.

I'm no scientist or anything but, purring is actually a defense mechanism -- it creates sonic pulses that can deflect incoming physical blows.

@apako some cats do that. I have a cat that talks like that when I talk to him. The cat looks very content. When a cat is happy and content, he tends to look sleepy. When a cat is frightened or alert, his eyes are opened wide.
