Everybody looks a little strange, but they look a lot like their manga selves too -- in the manga they all had very noticeable eyelashes but in the anime, not at all.

Can't say I agree with you. It just seems that the kind of "dreamy" animation (maybe a little rough around the edges) fits the storyline much better. The clean look of this short film was nice for a change, but I prefer the old way. Though I quite understand your opinion.

It's not budget, it's time. Animators only get so long to put together episodes to air weekly. Actually the amount of effort put into the actual series is incredible compared to the amount of time given. but yeah, If they would have made and actual full length movie, that would be wonderful.
