Mr. President: Do you know what to do when the Representatives of the People refuse to work with you?
You take your case to the PEOPLE they represent! Let the People take action against their representatives. You do not FORCE it onto the People, just because, what... you think the People don't know enough to take action for themselves?

This Congress has exercised such extraordinary abuse of power by essentially attempting to STRONG-ARM the executive branch AGAINST ITS WILL into agreeing to make changes to an existing law that these members could not get changed through normal legislative and constitutional process.
What this panel is leaving out is that on its face the "Pro Forma" sessions are UNCONSTITUTIONAL because their sole purpose is to nullify the executive branch's constitutional authority to make recess appointments! Pro Forma sessions serve no other purpose.
Furthermore, Congress has a Constitutional duty to "advise and consent" which means to give their say yea or nay on a nominee. When they filibuster an appointment they are in DIRECT violation of their CONSTITUTIONAL DUTY!
