Personally Ray nagin should have a much greater influence on New Orleans. To me he didnt seem to do much but neither did any other politician or the gov untill it was too late. Just remember not all white people are bad or racist but racism is still a problem

Most people in New Orleans have lived there their whole lives in the same house, and so did their families before them, all of their history is in that city. And most people don't have the means to move anyways.
