You should watch the documentary "Bus 174" , where a lone gunman keeps 10 people hostages in an very open looking bus and still the police of Rio di Janeiro could do nothing for a whole day. Russian spec ops did a daring raid in Beslan but then it was quick, but then incurred a very high casualty rate. Compared to Beslan, casualty rates in Mumbai was quite low. The police did a piss poor job, not the Army / Spec Ops. They did a clean pakka job.
