Some belief systems may prevent many from helping because the theory of 'responsiblity assumption' tends to be adopted perhaps along w/the belief 'to each his own karma.' India's a very unique culture where many people have struggled yet still tend to show affection & hospitality to others despite their circumstances & the corruption that limits them.
