Which Persian Empire are you referring to, my friend? The Sassanid Empire at the same time they adopted Islam in 651 AD. The modern one, (that of Shah) fell in 1979 when the Islamic Revolution occurred. Mind you, the Muslims collapsed the last Persian Empire.
The difference between Israel and the Persian Empire was that Israel became a Kingdom when the Jews Colonized it. It was a sovereign nation similar to what the British did with New England.
