Okay, if you take the title of the song and the lyrics, it tells you that the song isn't jst about sex and drugs, it's kinda more about the life the guy lives. it's kinda like he's got this relationship with this girl, and the only cominality binding their love is th drugs they do. He wants a better life, but he wants the girl too, but he can't have both, and he realizes without the drugs he won't have the girl, buthe'll have a better life, but he doesn't want to give it up, hense "semi charmed"
