If the Ad that quotes him is quoting him out of context then it's indeed a falsehood. Prime example: Joe Nutsack ran an ad against Arlen Sphincter showing him saying something like "I switched parties to get re-elected." It was out of context though. What he actually said was that people were going to say that he switched parties to get re-elected. So yes, it's possible that a quote can be a falsehood.
