They had to have used Action Replay to make the puppy. The Official Nintendogs website says you cannot breed your dogs.

@natsidas The uploader of this video just got lucky. Not many people have puppies without a breeding attempt. First off, it's good to have dogs with friendly personalities. The personality of the female doesn't matter much, but the male defnitely has to be friendly. Let the dogs get to know each other for a while and then start breeding. (make sure they're the only two in the room) First off, you need to put a rose on the female and a lucky collar on the male.

Give them lots of toys to play with so they interact, and make sure they don't fight at all. If they do, break them up. They need to cuddle excessively. If you're successful, the female's stomach will begin to extend, and you'll see the puppy kicking when you brush her. She should give birth within 2-6 weeks.
