It's called customizing you inbred fool. Mods is a whole nother concept of play but using same engine as predecessor if that's the word. Bully is great it is GTA engine without bullets and still a blast !! =]

The motion blur i think that dissapears when you lowered the general settings. If you dont want to have lags and your pc is not very powerful, dont play at more than 1024x760 resolution and put medium/high settings.

Because at the moment, ps2 is out of date, and cannot support next gen graphics. Bully to the pc uses the same graphics as the xbox 360. I lowered them a little bit to have good frames when recording.
