Bureaucracy...no one to take a leaderhip position and make exception when meeting genuine hardship cases. Rules? sometimes use heart lah. Singapore=RULES RULES RULES, but really v little heart and soul. Ministers should encourage and empower discretion when it comes to helping the needy. Seen destitutes being evicted from HDB when cant pay? Contractors come and take/ throw everything away. Policeman there to give that 'criminal' feeling. HDB? oh, following the rules.
