He was saying that those samples where highly radioactive and some would get to 12000 roentgens (the unit to measure radioactivity), hundreds of times higher then normal. The apartments were looted for any valuables inside like copper wiring, metal heaters, etc. and have been in decay from the harsh winters and abandonment.

Not sure on comparisons but when we were there it was mid 70's with light cloud, ideal conditions i think, earlier in the week though it had rained.
