What you used was a windows desktop mananger not a virtual destkop manager. I ran into the same issue in Linux with gnome and mac os using virtue desktops. Lepoard for mac os will add a virtual desktop manager not a window manager.

Please try the desktop mananger dexpot. It is free. I use it in windows xp all the time. I use a desktop manager in windows, mac os x, and linux. I know your pain man I had to test a lot of desktop managers to get one that would work the way I needed it to.
Look into a couple of programs called LiteStep, and then there is DesktopX, which both should do what you want (Having multiple different sets of icons with multiple desktops.).
The virtual one is exactly the same as the default because it's only built to emulate multiple "Work Spaces" of which say you have Notepad open on one, you can have internet explorer on the other. So it's more like a "Open Window Layout Manager".
Maybe try dual monitors? If you have enough money that is... and if your computer has the ability to run dual monitors. That is a great feature to have. My dad has it as his place, great for video editing.

I'm afraid I haven't had much time to actually mess around with Dexpot. I downloaded the exe file but haven't gotten around to installing it yet. It's been a very busy time for me and I'm still trying to get things slowed down.

Dexpot can not do the following.
1. Give you a specific taskbar for each desktop

Dexpot can do the following.
1. Each desktop can have it own background
2. You can have folders appear on any desktop.
3. Right click works.
4. You can set the default desktop so when you boot up you it can take you to a specific desktop.
5 Set specific icons on each desktop.
6. View all desktops with with a single click
7. Name each desktop.
