The problem is that any other big fish will eat them on sight. They will have to make a huge one or cover the small ones like an urchin with lots of needles to discourage any predators. Apart from that, it's a great marine life or fresh water investigation tool.

1: realistically moving Creatures for movies or plays, cover it over with make up or synthetic skin and you could make Fantasy Creatures come to life.
2: the bigger designs with the built in Cell, maybe that could have air pocket bags or Cylinders for people in the water during emergencies in Scuba Diving or close to Drowning, make an infrared connection with the diver and up to 2 + more robofish to move WITH them.
I think its pretty retarded how people assume Japanese are super smart...no...they don't have to focus on any kind of military because they r not allowed to have a big one. so they focus on technology a lot more.
I just want to get a tank full of those things! No feeding or cleaning the tanks and all you're have to do is just replace the batteries every few days.
