There has been no legislation yet in Australia because there is no incentive to do so. Once countries make agreements to change & outline consequences of polluting or using fossil fuels (here's looking at you, Kyoto), then governments will consider making new laws...

Why do people blame coal and oil companies for pollution when they drive the cars and use the electricity? Here's an idea don't buy it if you don't the pollution that goes along with it.
