Security shoulders are unlocked by getting over 750 gamerscore in halo 3, same with the security helmet exept its 1000 gamerscore that you have to get over.

@AngieJ1094 Actually you just need 1000 Game - Score in order to get the Spartan Security Armour since Bungie only put a limit for it so you only need 1000 Game - Score ( at the time all of the Achievements ). Also I have al the Mythic Map Pack Skulls and I don' t have the Spartan Security Armour as a reward...YET!
