It seems to me that there is a simple way to eliminate all of the problems you have discussed here forever and to give the people of the planet a new lease of life and optimism, and to restore the freedoms that we were meant to have as humans, while at the same time annihilating the forces that seek to enslave us all. Three little nukes would do the trick, one for each of the city states you mention. Wipe them out, then wipe out the few control freak families that established them.
