no the actor isnt german imo , because he speaks with a strong accent and horrible pronounciation and ,for all the germans he says "gewalt verwenden " instead of "Gewalt anwenden " typical translation mistake to me=)
I think the guard is a German actor though he does have an accent.
To me it sounds like a Hessian dialect, especially if you listen to the "Sie sind nicht befugt sich hier weiterhin aufzuhalten"-part, weiterhin sounds more like weidähin.
Hessian would be fitting as the prison is situated in Wiesbaden (which is the capital of Hesse) if I remember correctly.
@Sgoda85 He definately isn't Hessian (I am :-D) I thought the guard might be austrian but then I looked on imdb.com. It says the Prison guard is called Lars Gerhard and he is from Berlin. Never met anyone there with such an accent. Maybe they subbed him?
But at least the grammar ist correct. I watched another american show (greys anatomy?) ... the "german" sounds like polnish and I couldn't understand a word (and I'm german) and the grammar was wrong and sounds horrible! ^^

I have to say: YES, she has a VERY strong accent, but it´s MUCH better, than Kiefer Sutherland did it in 24...
It is not THAT bad. :) I understand what she said.
