They would have gone oncoming as it is an exemption that can be claimed and isn't an absolutely necessary thing as you state in Hong Kong, if you look at the footage and the finger pointing, they were either lost or stood down and put on another detail (very common).

Just like Hong Kong, ambulance not allowed to go into oncoming unless absolutely needed
also drivers same as well, just stare at ambulance and keep driving or not even bothering to look where the sound of siren is coming from.

@mlps93 Ambulances ARE allowed to go on the wrong side of the road, even if there is a keep left sign there.
