To keep momentum, try for a model of gradual unity. Withdraw Turkish troops (as a positive gesture) and then designate two specific areas say Nicosia and Famagusta as the first areas to be integrated with more areas to follow down the road. The result would be focusing the mind on solution-oriented actions, set positive precedence and provide proof of inter-communal involvement, as well as a laboratory of solution towards complete unity.
