The way I see it, so many people are irrationally afraid of guns that they see one and freak out and panic primarily due to the fact we have come to associate guns only with either criminals or cops, and obviously the man is not a cop, so they think he is a criminal intending to harm someone.
There is no reason to fear armed law-abiding Citizens, they will not harm you and indeed may save you, and the more we see of them, the more the fear will gradually subside and it will achieve acceptance.
