one of the major reasons they can't legalize it is because the Hemp plant would easily shut down major paper, rope, clothing, etc. companies because hemp is such a strong and cheap material it could shut down nearly any industry working with fabrics, lumber, fibers, etc. Obviously that isn't a good thing, but in time it would be better but people are unwilling to change if they are forced to wait for the benefits.
