Not always true. Soap lowers surface tension so the water sheets on the plant, so there aren't round droplets that act as magnifying lenses (which is what causes burns). So, if it is bright out do not water your plant without soap but with soap it does not matter so much... and yes, I have used soap solution on my plants in full direct sunlight without issue.
Can you explain more on why we shouldn't use the soap mixture spray in the day time? What did you mean by Frying the plants.

@ItsStitchy When water is on the leaves and the sun out real bright, the sun burns the leaves. Turns them brown.

I sprayed my plants down with the hose. Works well. Didn't get every single one. Then I got ladybugs then they were all gone.
