The Controller should be violated big time and the pilot as well for bringing it in as close as he did with out initiating a Missed Approach.

There is no such clearance (at least for civilians). Also note that the approaching craft had it's gear down. He was fully intending to land. It's impossible to tell who messed up without more facts.
I know it's a strange clearance, but it exists. Certainly for military aircraft. The near miss could have been due to an improper taxi, an approach to the wrong runway, or an oversight on the part of the controller.

Have to agree with F111...An airport like that which controls jets would most likely have a person in the tower to direct same!
If one jet like we saw in the vid came that close then the controller would have hell to pay!
Even with light (GA) aircraft I learned to fly in the 2nd busiest aerodrome in our country and have seen a similar thing there with piston aircraft.
The one that went onto the active runway (without clearance!) was a student and the one landing more experienced...
