It does look like the cadillac started to pull out of the spot. This is why the driver of the blue car did what it did. When you look at it closely you can tell the the cadilliac was in reverse and as I see it when the blue car stop real fast the lights on the caddy light lit on and off. Then on top of that someone walking behind the cars too. This is really dangerous spot to be in day or night when cars are parked like this.
I wonder If the Cadillac trying to back out freaked the blue car driver out a bit. If not they could of drove slightly Left since there was no traffic coming the other direction at that moment.

It doesn't seem to be intentional, but I do wonder what good the driver thought he/she was doing by stopping right behind the car backing out.
