Sometimes location doesn't determine rights. Most times what determines how much right you have as a human being relies on whether you can buy them (rights). Cult of scientology seems to be buying off some of these people. Police, as well as unstable governments, have always been easy targets of bribery because they have no shame or pride, just a uniform to give themselves the impression that they actually matter.
