It looks like "flikken: de achtervolging" a game where you have to chase criminials in 17 levels trough the city of the flemish city Ghent (3th most authentic city in the world by National Geographic: we even have a catle). there's also a mode to learn the Belgian traffic rules (to bad for british people)

Is this full version? If it is, you're lucky. We Americans only get demo, and that's it. You have to start all over then. Plus, you can only do 3 exercises and have only a BMW and a motorcycle.
