Really nice! But i'm not sure that he's the fastest! I think George Kollias from Nile is even better, or at least as good as he is. The difference is that in this video,Waterson only uses his bassdrum. For me the art of drumming is to combinate it with your hands. So he seems really good to me, but i think that Kollias is better. thats not the point. waterson's technique may not be the best musically but the point is nothing more than he holds the record for the most notes played on a standard double bass setup in a minute. that's it. and just because he's got some mega fast feet doesn't mean that he's a great drummer outside of that. i haven't checked out his other stuff so for all i know he could be completely amazing or completely ordinary in every other sense.

I could not pick who is the best but george is one of my favorites. I think him and tim are friends actually.

u press on the bottom of the pedal as hard as u can, then if u want, follow up with the foot, and that's like a 8th or 16th note. if u have double bass, or double bass pedal, with enough practice, u can turn that into a clean roll or 16th notes.

i think theyre called triggers that makes the sound your talkin about, i dont think it makes a difference which technique u use, triggers just make the sound of each hit more defined so that when your playin fast stuff you can actually hear each hit rather than just a low rumbling sound.

im a guitarest tho so dont take my word for it but im pretty sure thats what they do
