Secondly, let me make some rectifications in the logistics: the storm was a Category 3 that made landfall NOT in New Orleans, but in Buras-Triumph....roughly 50miles away. Thirdly, you never looked at the historical facts: Hurricane Betsy did indeed hit New Orleans but it did not sustain as much damage nor casualties. That's 1 reason why people didnt leave. Other,
because they did not have the means (car/ carfare, what have you) to escape a noxious grave. And the outside entity you people is the people we entrusted to help us out in cases as detrimental as this.
Of course places have indeed survived such disasters on the same impact; for example, the WTC attacks was 16 square acres, the wake of Katrina destroyed 3,200 sq miles of a MAJOR CITY.
Guiliani had a communications infrastructure, what did Nagin have? The my people (New Orleanians) acted on what common psychology says about man: if he is put into a savage environment, he is savage. When you're sending relief packages to Banda Acheh, Thailand in 48 hours to help support those devastated, and it took you 4 days to get relief to a part of your own country?

Nagin had hundreds of school buses at his disposal. New Orleans is a big tourist town. They have pleny of commercial buses. All of which he could have used in evacuating people from the town which sits 10ft below sea level. He had no infastructure because a good majority of Police abandoned their jobs. I agree that it's not time for a vagrancy law in New Orleans. However, referring to the homeless under I-10 as "Katrina survivors" is not necessarily correct. I challenge you to ask ten people under that bridge whether they're originally from New Orleans. Many of them have come from across the US looking for work after the storm.
